Shannon Colavecchio decided in the summer of 2016 to begin the process of becoming a foster parent. Her first child placement came Sept. 15, 2017, the day after she got a call that a 3-year-old "runaway" had been pulled from her home for neglect, the mother arrested and taken to jail.
