Services for former University Mall manager Tom Locke set for Friday
Funeral services for Thomas A. Locke, the general manager of University mall for 17 years who died of heart failure on July 1, will be held at 5 p.m. Friday in the University Area Community Development Center, 14013 N. 22nd St. in Tampa. Locke, 66, was a champion for improvement to the University Area and served as treasurer of the University Area Community Development Corporation, Inc., an organization working to improve the community surrounding the University of South Florida. He was involved with the organization for about 15 years. Locke also served as chairman of the North 22nd Main Street initiative, a 15-year process to improve the university area, and founding chairman of the Hillsborough County Enterprise Zone initiative, which is a program that offers tax incentives to businesses in state-designated areas found near USF.
