Pasco teen charged with murder in beating death of homeless man

A Pasco County teen was arrested Friday and charged with murder in connection to the June beating of a homeless man that resulted in his death.

Allan Youngerman, 16, was arrested Friday by New Port Richey police officers and charged with felony second-degree murder. He was taken to the Juvenile Assessment Center at the Land O’ Lakes Jail.

Youngerman, of New Port Richey, and another teen, who is also in custody, were initially charged with aggravated battery shortly after the incident. Charges on the second suspect, who is 15, could be escalated as well.

On June 25 about 1:30 p.m., a witness saw the two teens hitting Franklin Randolph, 54, with sticks in a wooded area near the intersection of Kentucky Avenue and Congress Street in New Port Richey, police said.

The witness yelled at the boys to stop and they ran off, according to an arrest report.

Randolph, who suffered a broken collarbone in addition to other injuries, was taken to Morton Plant North Bay Hospital, where he died from his injuries four days later.

An autopsy revealed his cause of death was blunt force trauma and it was ruled a homicide. During the investigation, sticks and a concrete cinder block were found in the area where Randolph was beaten, police said.

Before his death, Randolph told police he was laying on a mattress when he was attacked and had logs, sticks, concrete and urine thrown at him. Randolph was covered in feces and insects when he was found. He identified Youngerman as one of the attackers.

The 15-year-old admitted throwing sticks at Randolph, but said Youngerman threw the cinder block and urine at the man.
