Who can't buy insurance on the exchange?
Nearly 150 million Americans have access to employer-based health insurance. Since they have access to insurance, most will not be able to shop on the exchange. Individuals 65 and older are not eligible, as they can get Medicare, the government-backed insurance for the elderly. The exchange also will not offer insurance to poor children and the disabled, who receive or are eligible for Medicaid.
